Dr. Keilbach's service to her students, her department, her university, her community and her profession is substantial, meaningful and integrated with her teaching and research. She serves on several campus committees and is active in several professional organizations. She has been honored to speak at engagements, attend workshops and serve in leadership capacities.

She is a long-standing member of the “Social Science Symposium Series Committee” (SSSS), having served as a member of the committee from 2001 to 2004, and as the “Committee Chair” since then (2004-2010). In the capacity as “Committee Chair” she coordinated the activities of this committee including facilitating the meetings, assisting with bringing speakers to campus, and managing the budget. This committee enjoyed tremendous success over the years, having brought many outstanding scholars to her campus to deliver guest lectures and lead symposiums. Among these are a host of fine political scientists including Cynthia Enloe (2006), Ronald B. Mitchell (2009), V. Spike Peterson (2005), and David Schlosberg (2004). In 2004 the “SSSS” also partnered with “Students for Environmental Awareness and Sustainability” and the “Faculty Sustainability Committee” to host a “Sustainability Symposium”. It was a huge success. As noted in a recent letter from her predecessor regarding her performance as “Committee Chair” of “SSSS”: "I am pleased that Dr. Keilbach has brought the energy and organization necessary to the committee to ensure its continued robust offerings […]. Without a motivated and committed leader, the committee and the programs it brings would flounder and be ineffective." Unfortunately, the committee was eliminated in 2010 university budget cuts.

In 2004 she worked to establish a chapter of Pi Sigma Alpha (the national political science honor’s society) on her campus. Over the years the chapter has been actively recruiting new members, holding meetings, and planning campus activities and fundraisers. In 2004 the chapter sponsored a valuable forum on campus entitled, “Terrorism in the World.” In 2006 the chapter hosted a “Globalization Film Festival” with a grant she and her students applied for and won from the national organization, the "American Political Science Association".

From 2001 to 2008 she served as the “Department of Political Science Webmaster” and in fall 2004 and fall 2007 she completely redesigned the web pages. She has also been a member of several important campus committees and advisory boards including the “Women’s Faculty Committee,” the “Women’s and Ethnic Studies Advisory Board,” the “Rosa Parks Scholarship Committee,” the “Undergraduate Research Award and Undergraduate Conference Committee,” and the “Chancellor’s SWAT Team for Student Retention.” Last year she served on the “Reappointment Committee” for Tabatha Becker-Farney. In 2007-2008 she served on the “Hiring Committee” to replace Professor Dan Ponder, and to replace for the same position in 2009-2010. In 2003-2004 she served on the “Hiring Committee” to replace Professor Robert Lorch. She is also the campus “Academic Associate” to the “Atlantic Council” and under her support two UCCS students have won prestigious awards to participate in the council’s international meetings.

She just finished serving as an elected “Faculty Representative” to the “Faculty Assembly,” representing the College of Letters, Arts and Science (2009-2010). She was a previous member of the Faculty Assembly representing the “Information Technology and Academic Computing Committee,” while also serving as “Committee Chair” of that committee as well (2001-2005).

She is also actively involved in community organizations. In 2006 she received the "Outstanding Contributions Regcognition Award" from the "Colorado Springs World Affairs Council". On two separate occasions she gave talks to the “Pikes Peak United Nations Association-UNA-USA.” She also gave a talk to the campus groupCuriosity Unlimited.”  These efforts to engage with her community shoot straight as an arrow into broader pedagogical and university goals.

She is an active member of the “American Political Science Association” and the “International Studies Association,” and several other associations. She served as an elected officer in the “Environmental Studies Section” of the “International Studies Association” for 4 years. From 2005 to 2007 she served on the “Nominations Committee” where she worked with colleagues from around the nation and world to establish a slate of candidates for each section position. During the second year of her term she coordinated the ballot of the elections for the section. From 2007-2009, she served on the “Harold and Margaret Sprout Award Committee,” which is the committee responsible for selecting the “Best Book Award” for the year. In 2007-2008 year the committee received 39 book nominations. In 2008-2009 the committee received 64 book nominations. Over the years she has served as a “Panel Discussant” and “Panel Chair” on numerous occasions, often times assigned to very significant panels with prominent scholars participating.

With a record as a very successful "Fulbright Scholar" (to Lithuania 2003-2004), she was invited by the US Department of State to Washington D.C. to serve as a “Field Session Moderator” for the "Fulbright Program" (2005). She led a workshop for new Fulbrighters focusing on: logistical challenges of living and working abroad; academic discipline perceptions in the Baltic region and Central and Eastern Europe more generally; student types and goals; and research opportunities and accessibility within the region.

Dr. Keilbach is also a manuscript reviewer for the journal International Studies Quarterly and several academic presses, and serves as an academic consultant for a variety of publishers as well. She has been recognized and honored for her peer review work inside the covers of many books including several recently published by Lipschutz, D’Anieri, and Schlosberg.

"The Role of the United Nations in the Challenge of Global Environmental Governance"

Guest Lecture by Dr. Patricia Keilbch, Department of Political Science at UCCS, to the Pikes Peak Chapter of the United Nations Association-USA

Lecture Abstract: From the early stages of its formation, the United Nations has sought to establish mechanisms for the governance of the environment. Beginning with the first declaration at the Stockholm Conference in 1972 and continuing to this day, the UN has served as the forum for the negotiation of over 1,000 international environmental treaties ranging from the protection of specific species to the global atmosphere. The United Nations Environment Program (UNEP) provides leadership and encourages partnerships in caring for the environment. UNEP inspires, informs and enables nations, citizens and business to improve the quality of life without compromising future generations. It is in this forum that states work to resolve pressing transboundary environmental problems requiring the coordination of many actors within the global system. What explains why the UN has been successful in some environmental issue areas, and less successful in others? How can the UNEP improve upon its record of success? What efforts can leaders and citizens make to foster increased awareness and encourage further action to address these pressing problems?

PIKES PEAK CHAPTER—UNA-USA CELEBRATES EARTH DAY

Earth Day was celebrated in style by the Pikes Peak Chapter-UNA-USA as members and guests gathered on Wednesday evening, April 22 at Giuseppe’s Depot Restaurant for dinner and an address by Dr. Patricia Keilbach, Assistant Professor in the Department of Political Science at the University of Colorado, Colorado Springs.  Following a delicious buffet dinner, President Joan Mikow welcomed all members and guests, including many of Professor Keilbach’s students and our youngest prospective member, Abraham Benson, just 12 weeks old. 

Joan opened the program portion of the event by introducing Bill Berry, Education Chair.  Bill presented Sarah Curley, a senior at Rye High School, winner of the Chapter’s essay contest.  Sarah read aloud her winning work, an impassioned letter to President Obama, calling on him to urgently address a host of overdue environmental actions needed to enhance and preserve our planet now and for future generations.  For her outstanding effort, Sarah was awarded $100 along with enthusiastic congratulations from all present.

Pat Richard Amato continued the festivities with a special award to Ruth Khan.  Ruth served as newsletter editor for the Chapter from 2004-2008.  A lovely plaque noted her many years of outstanding service to the board.

Claire Drozd introduced Dr. Patricia Keilbach, featured speaker for the evening. Professor Keilbach led the audience on a fascinating journey into the heart and soul of UNEP, the United Nations Environment Program.  She emphasized the vast scope of the program’s work including over 1,000 international environmental treaties, ranging from protection of specific species to the global atmosphere.  She also noted UNEP’s far-reaching efforts to bring consensus among the nations of the world as we work to preserve and protect Mother Earth.  Professor Keilbach also touched on the shortcomings of the program and the continuing need for it to restructure and re-tool itself to meet its many challenges.

 The event concluded with a short recap from one of Professor Keilbach’s students who reported on his attendance at the Model UN conference in California.  He emphasized how much the students learned about the intricate dealings of diplomacy and working through differences in ideology.
